CHINA JOINS INDIA IN PACT TO WITHDRAW BORDER UNITSNew Delhi — India and China pledged Friday not to attack each other across a disputed Himalayan border, and came to the agreement to withdraw an unspecified number of troops from the area.An agreement on troop movements, despite the vagueness of its terms, rated as the most significant of four pacts signed during a visit by President J. Z., the highest official China has ever sent to India's capital.Mr. Jiang's three-day visit has culminated in a slow thaw in Chinese-Indian relations, which were severed in 1962 and restored in 1976. In 1998, Prime Minister R. G. visited Beijing, followed by Prime Minister N. R. in 1993.The agreement on the disputed border, called the "line of actual control", did not spell out how many troops each side would withdraw, how far or when. The differences about the exact location of the de facto border in several places are to be settled before the details on troop movements will be discussed during the talks.Foreign Minister S. H. of India said he could not say how long the negotiations would take. The mutual obligation not to initiate hostilities along the disputed border was clearer. "Neither side shall use its military capability against the other side", the accord states, adding that no armed forces along the border "shall be used to attack the other side or engage in military activities that threaten the other side or undermine peace, tranquility and stability in the India-China border areas."Mr. S. described the discussions as "very friendly" and said the countries' common interests far outweighed their differences.b)SOUTH AFRICA WILL DROP RECOGNITION OF TAIWANJohannesburg — President N. M. said Wednesday that South Africa would sever diplomatic ties withTaiwan by the end of next year and establish full diplomatic relation with Beijing.Taiwan said it regretted the step."This action seriously hurts friendly relations between the two countries", Foreign Ministry spokesman Р. С, said early Thursday morning in Taiwan. "For this extremely unfriendly decision we express our regret".Mr. M. said continued the diplomatic recognition of Taiwan was "inconsistent with South Africa's extending role in international affairs ". But he said Pretoria would maintain undiplomatic relations with Taiwan.China considers Taiwan a renegade province and objects to any suggestion that Taiwan is independent. It will not establish the diplomatic ties with any country that can give recognition to Taiwan."South Africa wishes to have cordial relation with both the People's Republic of China and the Republic of China in Taiwan", Mr. M. said. The President said he had enormous appreciation for Taiwan's contribution to South Africa, particularly its participation in his country's economic development. He also thanked Taiwan for contributing to South Africa's transition to democracy.Mr. C. indicated that Taipei did not deem the decision final. He urged Pretoria to reverse it and pledged to succeed in getting talks with the South African government about the matter.South Africa was the largest diplomatic ally of Taiwan, and its decision will leave the island with official relations with only 29 states, mostly poor countries in Central America and Africa that depend on Taiwan for the aid.
