Корея в своем социально-экономическом развитии прошла непродолжительный этап импортзамещающей индустриализации (до начала 60-х гг.). Импортзамещение охватывало в первую очередь потребительские товары недлительного пользования, т.е. такие, которые удовлетворяли самые простые потребности людей. Для этой импортзамещающей индустриализации были характерны прямое государственное вмешательство в экономику и своеобразная отраслевая и региональная сегментация рынка при существовании различных валютных курсов и тарифов для разных товарных групп.
Формулирование и начало проведения в середине 60-х годов активной промышленной политики, предусматривавшей экспортную ориентацию, включало в себя в частности:
а) введение единого реалистичного обменного курса;
б) относительную либерализацию внешней торговли с соответствующим понижением и унификацией таможенных тарифов и ликвидацией большинства количественных квот;
в) существенное повышение учетной ставки банковского процента и установление ее на уровне, превышающем уровень инфляции.
