Киргистан — суверенная, унитарная, демократическая республика, построенная на началах правового светского государства. С мая 1993 действовала Конституция, принятая XII сессией Верховного совета республики, с изменениями и дополнениями от февраля 1996, октября 1998, декабря 2001. 18 февраля 2003 принят Закон о новой редакции Конституции Кыргызской Республики, в соответствии с которым многие положения подверглись серьезным изменениям.
