Except for a few instances, governmental power has resided in Congress until 1933. During the entire nineteenth century, only three presidents dominated Congress: Thomas Jefferson, Andrew Jackson, and Abraham Lincoln. Each had come into office with both houses of Congress under the control of his own party. However, continuity between the presidential and legislative parties is no guarantee of a dominant presidency. Much depends on the personality of the president. Each of the three was extremely charismatic—in the case of Jefferson and Lincoln, their charisma has lasted to our own day.From all indications, the battle between the two branches will continue indefinitely. It was built into their relationship by the Constitution and has been aggravated by America's international responsibilities as a world power.
