17 мая 1912 г. Совет Министров Российской империи дал разрешение министру внутренних дел утвердить устав Российского олимпийского комитета. При рассмотрении проекта устава в российском МВД возникли политические сложности в связи с участием в
Олимпийских играх финских спортсменов. Финляндия входила в состав империи как Великое княжество Финляндское, но с мая 1907 г. имела свой Национальный олимпийский комитет.
