В 1986 г. все законодательные акты, касающиеся развития различных отраслей промышленности, были объединены в единый Закон о промышленном развитии, в котором упор делался на законодательное регулирование так называемых программ рационализации промышленных отраслей. В соответствии с этим Законом все меры, призванные стимулировать развитие новых и рационализацию уже существующих отраслей промышленности, подразделялись на три группы.
Первая группа мер включала в себя протекционистские меры, которые предусматривали ограничения импорта конкурирующих товаров, снижение таможенных тарифов на сырье, ценовой контроль и субсидии для развития предприятий.
Вторая группа мер касалась оптимальных, с точки зрения технологии, организации и эффективности производства, масштабов предприятий и выпуска продукции, а также предупреждения «чрезмерной» внутриотраслевой конкуренции. Среди них были ограничения на «вход в отрасль» и меры, регулирующие производственные мощности, правила слияния компаний и раздела рынка.
Третья группа мер, предусмотренных в соответствии с Законом о промышленном развитии, охватывала пути повышения производительности и эффективности предприятий, компаний и целых отраслей индустрии. Она относилась к таким направлениям государственного регулирования экономики, как предоставление субсидий для совершенствования технологий и оборудования, импорт оборудования, финансирование НИОКР и программ подготовки персонала, организация совместных исследований и технологических разработок частными фирмами и государственными научно-техническими центрами.

In 1986 g. all legislation relating to the development of various industries, were merged into a single law on industrial development, which focused on the legislative regulation of so-called industrial rationalization programs. In accordance with this law, all measures designed to stimulate the development of new and the rationalization of existing industries, were divided into three groups. The first set of measures includes protectionist measures that include limiting imports of competing goods, reduction in customs tariffs on raw materials, price controls and subsidies for the development of enterprises. The second group of measures focused on optimal from the point of view of technology, organization and production efficiency, size of enterprises and production, as well as the prevention of "excessive" intra-industry competition. Among them were restrictions on "industry" and measures governing the production capacity, the merger rules and section of the market. The third group of measures envisaged in accordance with the law on industrial development, covering ways to improve the performance and efficiency of enterprises, companies and entire industries. It belonged to the State regulation of the economy in areas such as subsidies to improve technology and equipment imports of equipment, research and development and staff training programmes, the Organization of joint research and technological development by private firms and State scientific and technical centers.
